In liquid. The position of a charge on the outer surface of a solid is rigidly fixed. Adsorbed to this surface may be an essentially immobile layer of oppositely charged ions from the liquid. This is called the Stern layer. Further in the solution is a layer of charge in which the ions having the same charge as the immobile layer outnumber the ions having the opposite charge. This is the diffuse layer. Beyond this layer is a region of neutral charge where anions and cations exist as neutral pairs. Only ions in the diffuse region and neutral region are free to move under the influence of fluid motion.
