The ability of the rock to conduct a fluid in the presence of another fluid, immiscible with the first, is called its effective permeability to that fluid. It not only depends on the permeability of the rock itself, but also upon the relative amounts of the two (or more) different fluids in the pores. Usually measured in millidarcies, or darcies.
